SUMMARY:Albert Einstein College of Medicine: Debate — Be it Resolved: The United States should adopt the single-payer system.
DESCRIPTION:Reception will begin at 6:30pm. The debate will begin at 7:00pm\, Eastern. \nPlease join us for a lively debate on the merits and pitfalls of single payer healthcare\, sponsored by students for PHNP. We will focus on the question: \nIs single-payer healthcare right for America?\nArguing for single-payer healthcare: \nLeonard Rodberg\, PhD\, is Professor and Chair of Urban Studies at Queens College/CUNY. He holds a PhD in Physics received from MIT in 1957. Along with his late wife\, Joanne Lukomnik\, he was one of the founders of Physicians for a National Health Program. He began his professional life as a nuclear physicist\, but he has strayed far afield. Dr. Rodberg has served as Director of the Science Policy Office in the US Arms Control and Disarmament Agency and Resident Fellow at the Institute for Policy Studies in Washington\, DC and has been involved in the struggle for health care reform since 1974\, when he led the development of the Dellums Health Service Act. He has served on the Board of the NY Metro Chapter of PNHP for a number of years and is Treasurer and Research Director of the Chapter. He also created and directs the Infoshare Community Data web site (www.infoshare.org). \nElizabeth Rosenthal\, MD recently retired from her Mamaroneck practice of dermatology after 35 years.  She continues on the clinical faculty of the Albert Einstein College of Medicine.  For the past 5 years she has been an active Board member of the NY Metro chapter of Physicians for a National Health Program. Speaking and writing on health care reform for the past several years\, she is a passionate advocate of an expanded and improved “Medicare for All.” She is a graduate of Smith College and NYU Medical School and is a Diplomate of the American Board of Dermatology. She lives in Larchmont with her physician husband\, and they are the parents of three  grown sons. \nArguing against single-payer healthcare: \nBeth Haynes\, MD Executive Director\, Benjamin Rush Institute Previously in private practice with board certification in both Family Practice and Emergency Medicine\, Dr. Beth Haynes has been working full time in healthcare policy for the past six years. She obtained her MD from the University of Cincinnati\, College of Medicine and her residency training at University of Wisconsin in Madison. She also volunteers as an executive board member of the Dr. Joseph Warren Institute and is Founder and President of The Black Ribbon Project. She previously served as Senior Health Policy Analyst and Executive Board Member for Docs4PatientCare\, and as National Co-Chair of Doc Squads\, a project to recruit and train doctors to lead the public healthcare debate. Dr. Haynes has published several op-eds in TownHall.com\, PJ Media\, American Thinker and The Huffington Post. She speaks frequently to citizen and professional groups on healthcare policy\, the ACA\, and the ethics and economics of medicine. \nRaymond Raad\, MD MPH is a general and forensic psychiatrist in private practice in Manhattan.  He received his MD from the Columbia College of Physicians and Surgeons and his MPH in health policy from the Columbia Mailman School of Public Health\, and then completed a residency in Psychiatry at the Weill Cornell Medical Center.  He has an interest in health policy\, in particular in international comparison of health and medical systems.  He is co-author of Bending the Productivity Curve: Why America Leads the World in Medical Innovation.  http://www.cato.org/publications/policy-analysis/bending-productivity-curve-why-america-leads-world-medical-innovation \n  \nPOST-EVENT SUMMARY: Fifty people attended the debate\, including four BRI students\, a former BRI leader (now intern) from Icahn School of Medicine at Mt. Sinai\, and SUNY-DS who came to support Drs. Raad and Haynes argue against instituting single-payer healthcare in the United States. Given that the majority of the audience came in already supporting single-payer\, the slightly larger gain for the opposition indicates a real victory. The event went quite smoothly\, and and several students expressed interest in BRI. At the post-debate dinner the students brainstormed plans for more events in the NYC area. \nWe are very proud of having won the debate. It was broken down by percentages\, and while the numbers look small\, we are very aware of the fact that in this part of the country most healthcare professionals and students support a single-payer system. \nResolution: The United States should adopt the single payer system.\nIn the Pre-debate vote\, 27% were undecided\, 19% were opposed to single-payer\, and 54% supported single-payer.\nPost-debate\, BRI won due to the shifts in undecided and opposed voters: 24% (-3%) undecided ; 21% (+2%) opposed single-payer; and 55% (+1%) supported single-payer. \nWe are also proud that BRI is becoming so widely recognized that the student organizers from Albert Einstein University reached out to us and invited us to debate this very critical issue.

SUMMARY:University of Delaware: Debate — What causes rising health insurance premiums? Greedy corporations\, or costly regulations?
DESCRIPTION:What causes rising health insurance premiums? Greedy Corporations? Costly Regulations? Both? Neither?\nBRI Student Leaders\, the debaters and moderator.\nGeoff Wilson\nPOST-EVENT SUMMARY: Fifty students\, faculty and community participated in a debate focused on the cause of rising health insurance premiums. The goal was to explore whether costly regulations\, or corporate greed cause health insurance premiums to rise. The debate was conducted with the Oxford debate format\, and a pre- and post-vote was taken to determine which side won the debate. John Graham\, citing costly regulations as the cause of rising healthcare premiums\, won. \nAt the end\, the audience asked questions of the debaters. Many in the audience said they really liked seeing the debate and learned a lot. It was very helpful in getting signups for a potential future BRI chapter at the University of Delaware. \n\nJohn Graham\n“I think the event would have benefitted from more disagreement\, but it was very helpful in getting the audience to think about the issues of rising healthcare premiums.” ~Zach Howell\, BRI student leader\, University of Delaware \n\n———– \nNOTE: This event takes place in the Eastern time zone. Refreshments will be served; RSVPs are appreciated. \nALL are welcome to attend University of Delaware’s first debate of the academic year 2015-2016\, jointly hosted by BRI and Young Americans for Liberty. We promise to have a lively debate over whether the cause of rising healthcare premiums can be attributed to corporate greed\, or to costly government regulations. \nDr. Geoff Wilson of Physicians Organizing Committee will argue the case that rising health insurance premiums stem from greedy corporations. While obtaining his biochemistry degree at UC Davis\, Mr. Wilson was awarded a Georg August University scholarship to study in Göttingen\, Germany\, where he worked at the Max Plank Institute for Biophysical Chemistry. While attending UCSF Medical School he became active in several organizing efforts to expand access to patient care and has since spent more than 30 years in direct advocacy on behalf of physicians and hospital medical staff fighting to reverse the encroachments of insurance companies\, hospital corporations and government entities into matters of patient care. Dr. Wilson has pioneered the development of physicians organizing outside of the confines of the national labor laws\, anti-trust laws and other restrictive legislation in order to bring physicians together to win victories on behalf of patient care. \nJohn Graham\, is Senior Fellow at the Independent Institute and a Senior Fellow at the National Center for Policy Analysis. Formerly Vice President at the Advanced Medical Technology Association (AdvaMed)\, he previously directed health policy research at the Pacific Research Institute and the Fraser Institute. In prior positions he served as Assistant Vice President at Kidder\, Peabody Securities Company; Associate at Goldman Sachs and Company; Political and Military Analyst for the United Nations Operation in Somalia; Development Consultant for Covenant House Vancouver; and Captain in the Canadian Army. He will represent for the side that Costly Regulations are to blame. \nModerator: Jonathan Kirch is the Government Relations Director of the American Heart Association for Delaware and the City of Philadelphia. A graduate of the leadership and public administration programs here at the University of Delaware\, Mr. Kirch is responsible for developing and implementing the organization’s public policy and advocacy initiatives. Mr. Kirch serves on the Governor’s Council for Health Promotion and Disease Prevention\, and the Governor’s Pedestrian Council and is an expert in advocacy and lobbying in the public health community in Delaware. Jonathan successfully advocated for the strongest menu labeling law in the country in Philadelphia and participated in the negotiations on Capitol Hill on the federal menu labeling law. Jonathan served as the first Chair of the Leadership Council of the Delaware Healthy Eating and Active Living Coalition and remains on the coalition’s Leadership Council today.

SUMMARY:Dartmouth — Debate: Physician Aid in Dying — Should it Be Legal? 3 Viewpoints
DESCRIPTION:NOTE: This event takes place in the Eastern Time Zone. \nA pre-event cheese and crackers reception begins at 6:45 pm. \nPlease join us for an evening of lively\, thought-provoking debate as we look at three views on physician aid in dying. What are the moral\, ethical\, and medical ramifications of the question? How do we take care of the dying in a way that supports their and their family’s wishes\, while observing the many religious and scientific aspects of these decisions? Ultimately\, who decides — the patient\, the family\, the society\, or the physician? \nWe are proud to present three distinguished experts on the matter: \n  Dr. Ronald Green\, Professor of Religion/Dartmouth\,   Peter Schwartz\, Retired Chairman of the Board of the Ayn Rand Institute\, and   Dr. Robert Macauley\, Professor of Pediatrics\, University of Vermont College of Medicine. \nPOST-EVENT SUMMARY: This event went really well —  especially as the first large event for the BRI-Dartmouth Chapter. The topic choice was a success in that it attracted people interested in the intersection of medicine and ethics\, including from the medical school and the ethics department at Dartmouth Hitchcock hospital. The mix of viewpoints that we invited was a strong point. We had one speaker against physician aid in dying and two for it\, but the two for it had enough differences in the underlying reasons that there was still plenty of variety. \nThe moderator (Jared Rhoads\, MPH’16\, creator of healthpolicy.tv) gave introduced the topic\, made all of the typical “housekeeping” announcements\, and introduced each speaker. Each speaker was given 12 minutes to do an opening statement from the lectern. This was followed by a round of responses\, which was tricky with a three-person format. We didn’t spend too much time on that\, and shortly moved on to audience Q&A. There were some passionate voices in the audience (and some lengthy comments) but there weren’t any inappropriate speeches or hostile questions. \nWe were very pleased with the turnout from the faculty\, the general Dartmouth community\, and medical students. Unfortunately\, there weren’t many undergrads there\, which was a little disappointing. \nEveryone enjoyed the pre-event refreshments and networking time.

SUMMARY:University of Louisville — Debate: The Future of Healthcare
DESCRIPTION:NOTE: This event takes place in the Eastern time zone. \nUniversity of Louisville School of Medicine is proud to host another BRI Chapter Debate on the future of healthcare. Dr. Garrett Adams\, president of Physicians for a National Health Program and  Dr. Michael Strickland of LetMyDoctorPractice.org will argue both sides of this highly contested national debate. Dr. Strickland will be taking a stance on a more conservative\, private payer healthcare system; Dr. Adams will argue for a more liberal\, single-payer health plan. \nThere will also be a free Qdoba buffet provided before the event! \nStreet meter parking is available all around campus\, and there is also a UofL garage at the corner of Chestnut and Preston Street. \nWe look forward to seeing you at what will surely be an informative\, lively event. \nPOST-EVENT SUMMARY: 70 students and faculty attended BRI-ULSOM Chapter’s one-on-one debate on the future of healthcare. Because our speakers were both physicians and not healthcare policy experts\, the tone of the event was more that of an open discussion than a debate. Dr. Adams and Dr. Strickland frequently agreed and tended to avoid taking a firm stand on issues. This can be typical of physicians who as healers can lean toward  smoothing over differences and focusing on solutions\, but who consequently can avoid tackling legitimately controversial topics. However\, it was valuable to discover where we share common ground and can find compatible healthcare policy solutions.

He is an alumnus of Oregon Health and Science University School of Medicine and currently attends Lewis and Clark Law School. \nPanelist: Lissi Hansen\, RN\, PhD\, is an Associate Professor for the School of Nursing at OHSU and has worked extensively in bioethics\, palliative medicine\, and end-of-life care. \nPOST-EVENT SUMMARY: Experts from public health\, clinical practice\, bioethics\, and law met to discuss the pros and cons of “Right to Try” legislation (Oregon House Bill 2300)\, with the stated goal of expanding terminally ill patients’ access to experimental drugs in Oregon. \nThirty medical students\, PSU students\, Lewis and Clark Law students\, and members of the public attended the discussion. An ethical deliberative process was used to explore multiple perspectives. \nAudience questions were well received during the discussion and at the end. This discussion is the launch point for future debates. (One is in the works for quarantine.) \nTESTIMONIALS:\n“The panel itself was engaging\, well moderated\, and focused. I really enjoyed that they were able to find very different sides to the topics while still respecting patient autonomy and decisions. I feel pretty well versed in the ethics of this proposed law and was still surprised to find novel arguments that gave me new light into the discussion. The audience participation was well done and respected the time of the panelists as well as the audience members. I would have liked to see more depth in the ethical deliberation. Much of the argument centered around opinion on the end effects of this law or comparison to other laws that appear similar. The argument that this law should be allowed because Oregon allows freedom regarding life-ending decisions is akin to saying that marijuana should be legal because alcohol is similar and already legal. These arguments are shallow and give little credence to the ethics of undermining drug testing laws that have prevented waves of “snake-oils” and elixers from reaching desperate patients looking for a last fighting chance. The political aspects of this proposal are incredibly interesting. In a nutshell\, this law is politically unstoppable; it provides a political move that appears to increase patient rights while paralleling a process that already exists\, but makes it ‘faster’ (by bypassing it). It also has no direct costs to taxpayers. I would have enjoyed a bit more reflection on the political. I learned a lot and very much enjoyed this panel meeting and hope there will be more as the year progresses. Thank you for getting this together.” \n“Great event! I loved the format and the opportunity for audience participation. I started out of the opinion that ‘right to try’ was a slam dunk; after listening to the discussion I am now on the fence. I had not previously considered the potential negative effects on drug companies or on research. I would have liked to hear even more debate on what it means to provide informed consent to a patient on a drug that is still in the early stages of research.”

SUMMARY:University of Toledo — Debate: The Merits of Profit-Based Healthcare
DESCRIPTION:On Thursday\, January 29th\, Dr. Beth Haynes\, Executive Director of Benjamin Rush Institute will discuss why medicine and healthcare delivery are better in a profit-based system rather than in a government\, or even a non-profit system. Come and join our discussion! \nThis event is at noon Eastern time\, and lunch will be served. Please RSVP so that we can ensure enough for all. Parking is available at the HEB/Visitor Parking Lot. \nPOST-EVENT REPORT: Twenty-three people attended the healthcare systems debate held at UTCOM\, which was inspired by Dr. Haynes’ midwest trip where she traveled to several universities explaining the importance of profit in a healthcare system. We designed this event as a debate\, as debates tend to draw more interest and participants. We thank Dr. Johnathon Ross\, past president of PHNP for joining us. \nDr. Ross is a proponent of a national healthcare plan that would reach the needs of all citizens independent of status. The debate was held in a traditional format with Dr. Haynes given 10 minutes to voice her opinion\, followed by a 3-minute rebuttal from Dr. Ross. Dr. Ross was then given 10 minutes for a defense and Dr. Haynes followed with a 3-minute rebuttal. At the end\, the floor was opened up for questions from the audience. \nSeveral students approached the event coordinators right after the event and even later on in the day to say how much they enjoyed the debate. Having a debate format was something the students were not used to in our academic setting; usually presentations are done by a solo speaker with one point they are trying to get across. Whereas a solo presenter format is educational\, having two sides of a story right in front of you definitely had a higher impact on the audience. \nOverall the event was a success. Although one hour is hardly sufficient to really delve into the complexities of the topic\, the students in attendance enjoyed the debate format and came away forming opinions of their own\, which was the whole intent of the event.

DESCRIPTION:Debate on Obamacare: Regulations\, Subsidies\, & Mandates \nMichael Cannon\, M.A.\, J.M.\, Director\, Heath Policy Studies\,  Cato Institute and Professor Sara Rosenbaum\, J.D.\,  Professor of Health Policy\,  GWU School of Public Health and Health Services\,  will debate some of the finer points of Obamacare’s regulations. They will address the legality of expanding subsidies to federally run exchanges and the resulting expansion of the employer mandate.
